Since it has been implemented in the United Kingdom, however, the film industry has also lobbied to have it employed to eliminate access to sites that engage in copyright infringement. It is currently used for this purpose in the UK, but in no other nations where it is employed.

Controversy

Cleanfeed is only currently implemented in the United Kingdom, Australia and Canada. It is voluntary in Canada, and ISPs are not required to use the system. It is proposed to be a mandatory system in Australia and it is a mandatory system in the United Kingdom. Cleanfeed is wildly unpopular in both of those nations. The complaints against the system stem from the fact that users do not trust it to censor sites accurately based on their content.

Cleanfeed is not used in the United States. Presumably, it would run contrary to the U.S. Constitution’s guarantee of free speech and free association. In nations where the system has been implemented, it is not universally used as a law enforcement tool. For instance, the Cleanfeed system in Canada does not keep any logs of people trying to access URLs, so it is not particularly useful for law enforcement agencies.
